What are PAS 79 Fire Risk Assessments?
PAS 79 is a British Standard publication that provides a systematic and structured approach to conducting fire risk assessments. The acronym "PAS" stands for "Publicly Available Specification," and PAS 79 outlines the procedures and methodologies necessary to identify fire risks, evaluate the effectiveness of preventive measures, and ensure that necessary fire safety principles are in place. PAS 79-1 is now widely used in the UK as the basis for all commercial fire risk assessments and whilst PAS 79-2 is currently being redeveloped it is still recommended as a starting template for most residential type fire risk assessments.
Why is PAS 79 Important for your fire risk assessment?
Adhering to PAS 79 ensures that fire risk assessments are thorough, consistent, and in line with best practice guidelines. It emphasizes the importance of identifying potential fire hazards, assessing the risks they pose to people, and implementing sufficient measures to mitigate those risks. This framework aids both organizational and regulatory compliance, supporting the goal of safeguarding lives and property.
Key Components of PAS 79 Fire Risk Assessments:
1. Comprehensive Site Evaluation :
-Site Inspection: Detailed examination of the premises, identifying potential fire hazards in every area including storage rooms, electrical installations, and communal spaces.
-Occupancy Consideration: Assessment of the different categories of occupants, their movement, and their vulnerabilities.
2. Fire Hazard Identification:
-Fuel Sources: Recognition of materials and substances that could ignite or compound a fire.
-Ignition Sources: Identifying potential sources of fire ignition such as faulty wiring, heating equipment, or unsafe practices.
3. Risk Analysis:
- Assessing the likelihood of fire occurrence and the severity of potential consequences.
- Evaluating the effectiveness of existing fire prevention and protection measures.
4. Preventive Measures:
-Engineering Controls: Implementation of fire-resistant structures, safe electrical systems, and appropriate storage practices.
-Administrative Controls: Establishing fire safety protocols, maintenance routines, and personnel training programs.
5. Emergency Planning:
- Development of robust evacuation procedures tailored to the specific layout and use of the premises.
- Ensuring easy access to fire emergency equipment such as alarms, extinguishers, and sprinkler systems.
6. Documentation and Reporting:
- Clear articulation of findings and recommendations in the fire risk assessment report, complying with PAS 79’s structured format.
- Prioritization of actions to be undertaken promptly to address any identified risks.
7. Review and Maintenance:
- Regularly updating the fire risk assessment to reflect any changes in building use, structure, or occupancy.
Benefits of PAS 79 Compliance:
-Enhanced Safety: Reduces fire hazards and improves the overall safety of the premises.
- Regulatory Compliance: Meets legal obligations under fire safety laws and regulations.
- Insurance Advantage: May result in favourable terms and conditions from insurance companies.
- Peace of Mind: Provides assurance to owners, employees, and visitors that fire risks are being actively managed and mitigated.
